Fiscal Discipline Is Dead—-How The Congressional GOP Killed The Budget Process

The budget act is no longer forcing Congress to adopt real budgets. The two it passed last year were pro forma resolutions the House and Senate GOP majorities never had any intention of taking seriously. Their only purpose was to allow the budget process’s reconciliation procedures to be used so that two major policy changes that would make the budget outlook worse — repealing the Affordable Care Act and cutting taxes — could be debated by the Senate without the possibility of a filibuster.
